Lay on Hands? Is this a bug?

Hello, I just leveled up my main character who is a paladin to level 4. I am still in Chapter 2. The leveling information says that my lay on hands amount should be 8, however whenever I check for the ability it only gives 1 even after I have rested? I think it is a bug but can anyone clarify this for me?

    It's not a bug. It means that with the use of Lay of hands you will cure yourself of 2 * 4 =8 hit points. You can use this ability only one time per day even at level 20.
    Note: HP cured = 2 * your level
