Monks unable to be proficent in katana

Maybe this was fixed in tob or I'm just wrong but just in case

Current behavior: monks can use katanas but can not become proficient in it so they always incur a penalty when using one

Desired behavior: Monks can become proficient in katana

PS: if i am wrong please reply with explanation it would be appreciated
