looking for a handy app or browser add-on or extension, etc., to wrap HTML tags around selected text

Our forums lack a HTML editor that allows us to select text and wrap it with standard HTML tags. To add tags I've been copying and pasting them from a Wordpad document, which is a pretty tedious way to go about it. Does anyone know where I can find a function such as this with which to more easily compose text (with HTML tags) for these forums? Thanks
