Can't reach Duke Eltan in chapter 5? *spoilers*

So I'm near the very end of chapter 5. I went into the Iron Throne headquarters, picked up plenty of info, and headed back to finish the quest. A guard tells me to take the stairs behind him to find the Duke, but I can't seem to get to him... There's a wooden door, but no matter what I do I can't open it, and I don't see stairs anywhere. How do I get past this?

    The stairs are in the top corner of that room, left of the big doors that never open. They're gray like the walls, so easy to miss.
