The cloak together with other items in game make it too easy to achieve high or even 100% magic resistance. That is the problem. That is no fixed by saying there are more powerful items. It doesn't matter what individual items do. It matters what the items do together. Do you run around naked with just cloak on? No. You don every item you can. Baldur's Gate I doesn't have other items to increase your magic resistance so the cloak alone doesn't break the game (robes +5, cloak +25, no other items iirc).

When you import the Plate mail +3 (the gold one) into the original BG2 , that item is actually NOT suppose to be there. Try it. It has NO description and guess what? you can use the +2 ring with it...hmmm cant use the +2 ring with it in BG1.
So don't say the cloak of balduran is not "suppose" to be in BG2. If anything it SHOULD be in the beginning dungeon along with the Helm of Balduran. Would it make sense to sell the cloak and not the helm? Don't think so. So chances are both should be present if you were lucky enough to find them in BG1 (assuming you didn't have to look it up to find it).
Oh and if the Plate mail +3 wasn't enough proof for there are items that shouldn't be in BG2 how about you import the Two-handed sword +3 you find in Durlag's Tower. Go ahead. Pause the screen and look at what item it imports as...I won't give it away but I can tell you its not the same sword from BG1ToSC.

if you think its OP don't use it. pretty simple there. BTW if you think something is "cheese" or OP or unfair how about you just don't use it? It shouldn't make you upset that other people enjoy using them.
and its not like this is a live server game where you'll have everyone running around with the cloak making it unfair to everyone else who chooses not to use it. you play it by yourself. Just you. and if you did use multiplier, chances are the recruit-able NPCs (like the "issue" with viconia) wont be a huge part of your party if you have a party of human players. chance are you have them just for the quests.
and I would never give the cloak to viconica. its clearly reserved for me
I don't mind the cloak in BG2, but since it is a powerful magic item it should be hard to find or expensive to buy.
As for it being overpowered, well ... many items in BG2 are more powerful. Carsomyr and the Crom Faeyr come to mind.
And, everybody is free to use it or not use it according to their own wishes. If you don't like the Cloak of Balduran or the Shield of Balduran, don't use them. It's a single-player game - the only person you can cheat is yourself. :-)

Because BG2 started with the BG dialog.tlk and built on it; the plate mail you cite is the exception, not the rule. Kiel's gear is all there, as is Spider's Bane and other BG artifacts--they were omitted from the game.
