    It's both.

    When the Drow where first invented by G. Gygax (Against the Giants I think) he wanted to give them superior gear to players, but keep them from using it perminantly.

    So the material they use (forget it's name) is easy to enchant, but loses it's benefit gradully when exposed to sunlight. Unlike BG2, it is a gradual process, taking several weeks, and the lifetime of the gear can be extended further by coating it with protective oil.

    They also have the means to create (or trade for) gear of other materials, but they couldn't give it such high levels of enchantment.

    I think the drow city in bg2 (forget the name) Ust Natha? I read that they are supposed to have access to exceptionally potent adamantite, but this is also consequently much more vulnerable against sunlight. Perhaps the attacking drow used more durable adamantite?

    i was just checking something online and the starlight and shadows books were set before the baldurs gate games and if it is right then drow magic items should no longer lose there magic on the surface.
    mind you it was published a few years after the baldurs gate games.

    @Lapa: There's a mod that causes gradual, rather than immediate, disintergration...

    Plenty: It only triggers the disintegrate effect if you go to the underdark exit. All other zones are safe. So having jaheira wander off to speak with the harpers or some similar even can bypass it.

    Sunlight destroys the magical properties of the drow-made items instantly and causes it to fall apart, unless it's coated with a special oil or enchanted by certain spells known only to drow (only done just prior to leaving the underdark, and it only lasts for 24 hours for oil or up to 24 hours for the spell (depends on caster level)) it can survive some sunlight exposure on a by day basis, but since all drow magical items are tainted with the faeress radiation of the underdark, they degrade over a few weeks without re-saturation of faeress even if you protect them from sunlight (requires spending at least as long in the underdark as the item was surface side to regain it's previous strength and must be done before the item completely degrades).

    The starting zone of ToB also instantly destroys all carried, stored, or worn drow equipment.

    From what I read from other people's posts, the surface to Sendai's enclave also destroys drow's equipment (ToB).

    Their items are forged from Adamantite. Like has been said, sunlight degrades the alloy. This coupled with their own sensitivity to the sun, makes them only wear these items in the Underdark and during night raids on the surface. I think its a cool weakness, and one of the few that the Drow as a race has.
