Add Hotkey Option for Camera Movement

The default for BGEE can just as well stay such that one has to swipe one's cursor at the screen edge to make it shift, but I'd like the option to control general movement with both hands- my left hand moving the camera scope location using Hotkeys while the right hand uses the mouse to click the characters and location intentions. At present this option does not exist, and mind you, the mouse-swiping method was abandoned in later games for a reason...
