Can't find Sarevok!

I just finished the palace fight. I thought I would be teleported by Belt...but it didn't happen. Now I'm trying to find my way to the undercity and maze. I wen't to the thieves guild but I'm unable to go down the stairs! Any suggestions on what to do?
