Gorion's Scroll found as random treasure from monster

(There is a thread on this but not a bug report, it seems).
Current: Gorion's Scroll (the item found on Gorion's dead body) can be found as random treasure from monsters. I found it on an Ankheg.
Expected:
I assume this is not intended, and the expected behaviour is that you should not be able to find Gorion's Scroll as random treasure from enemies, or anywhere at all except on Gorion's Body.
