Windows 8 Alt-Tab Interferes with Mouse Scrolling

On windows 8 fullscreen, if you Alt-Tab out of game and back, moving the mouse to the outside of the visible view area has no effect. Moving the mouse outside of the view area should scroll the viewing area in the direction of the mouse.

This can be fixed by enlarging/shrinking the chat area.
