Jester's Song does not inflict confusion

I've been using the jester's song and trying to confuse my enemies but instead of being confused they instead act normally. The text indicates that they failed their save but they do not act confused. For example, I made Tarnesh (the mage who tries to kill you at the Friendly Arms) confused with the song (the text indicated he WAS confused) but he continued to cast spells like nothing changed. I have not yet taken the Jester to higher levels so I do not know if the other abilities do not work either.
