Townspeople Seeking Shelter from the Rain

Maybe this is a bad idea... and maybe its impossible to implement. Let me prefix by saying that.
I always thought it was cool in BG how when its daytime, the towns are bustling. When its nighttime, everyone goes indoors. I never understood though why when its pouring down rain, that the same logic isn't implemented in the game to send most folks indoors. Now certain NPCs would likely still stand out there (probably the same ones present at night) but I just always think its silly to see the townspeople getting soaked. Maybe its too wet most of the time to do something like this, or it'd get annoying... but just throwing it out there for realism's sake and to see what people think.
