Watchers Should Do Their Jobs in Keeping the Peace

@Lemernis gave me this idea, as he was commenting on fleeing a house in the Candlekeep Prologue and Watchers just, well... "Watching" as an attacker (in this instance Shank) chased him across the grounds of the library.

Suggestion
-------------
If you flee a house in Candlekeep, followed by an assassin, the Watchers should do what the Flaming Fist or Amnish Guards would do -- Cut him down.

    Actually, might this be a bug? I can't remember what happened if you did this in the original vanilla game. I'll post in General to ask if someone who has the original game via GOG can test this out.

    Characters didn't move through areas in vanilla, so Shank and/or Carbos would have waited inside if you fled.
