Shouldn't Silence be a fence?

Silence dresses as a thief, she offers sanctuary from angry guards, and her dialogue makes it obvious that she's either a member or an associate of the Guild of Thieves. Wouldn't it make sense that she should deal in stolen goods, the same as Black Lily already does?
