Apply CLAB level 1 effects (AP_...) before player makes Proficiency and Spell choices

Expected Behavior: characters with a class that grants bonus spells or proficiencies at level 1 see these spells or proficiencies during character creation.

Observed Behavior: the Avenger cannot select Chromatic Orb during character creation, nor do any kit-specific spells show up when I mod the kits.

Part of this is a bug (the part about the Avenger), but the rest of it is a feature request to make modding easier. Thanks, -- N

EDIT: Also, is it possible to apply all CLAB* level 1 effects before checks like the Cleric's illegal weapon proficiency removal?
