Character Creation: Cannot exceed Specialized in Proficiency Slots

I'm noticing that with my new copy of BG:EE(Version 1.0.2014), my Archer cannot put all of her proficiency slot points into Longbow. This isn't just limited to archers, my Warriors likewise cannot exceed specialized in any field, including two handed weapons, from Character Creation

    This is by design to prevent level 1 characters from reaching High Mastery right away.
