Non-kit to kit in BG2:EE

In vanilla BG2, it was possible to choose to switch from a regular thief to an assassin, for example, because the kits were new. I was wondering if this would continue to be possible in BG2:EE, especially with the new kits in BG1:EE. Really, I'm hoping I can make my sorceror a Dragon Disciple (I started it before the kit came out) without having to use SK (or whatever).

I doubt it. Since there were no kits in BG1, it made sense to give the player a choice upon starting BG2, of course - but now that both games will be using identical engines (with all kits available from the start), it's pretty much certain that pure-class characters will have to stay that way in BG2.

What about the case where a player only has vanilla BG1, and plays BG2:EE?

Then you should be able to assign a kit to the character. However, it hasn't been confirmed that it'll be possible to import characters from vanilla BG1/BG2 into BG2:EE.

If I'm not mistaken, you can't import from vBG/BG2 into BG:EE, so this might not change for the second part.
