Dwarf minimum dexterity and charisma changed

starting max dexterity reduced from 17 to 16
starting max charisma reduced from 16 to 15

Why this change is in the latest patch v1.0.2014.
I don't get it. Because dwarfs were too good?
They have this stats in past 1998-2013 in bg, bg2 and iwd.
No one have problems with that.
So im asking why this change is in the game right now?
