cross-platform pc to ipad help please

My cousin and I were trying to connect to eachother for a multiplayer session. Me on my pc, him on his iPad. I've been trying to find a workable guide but google isn't showing one. Help please? :]

If you are on the same network (in the same house) just enter each other's IP - otherwise you need to set up a VPN server (Hamachi does not work on the iPad, so that particular option is not viable) or enable port-forwarding. Both of these are considered fairly technical and are not easy to do.
