I know Neera had the gem bag, I killed her for it mwhahah ;)

    Firebead in Beregost gives it to you after his quest (if you didn't kill him in candlekkep, if you did, he's just dead, no reward :( but you can always kill him after doing his quest)

    Potion storage - can be bought in High Hedge
    Scroll case - given to you by Firebead when bringing a book "A fateful coin". In Beregost.
    Gem bag - held by Neera, the thief.

    Many players, especially before EE, would kill him in Candlekeep. He's worth like 2700 xp or something crazy like that. He's also easy to kill: you start the fight with one ranged attack, and just go up the stairs every time he starts casting a spell. When he runs out of magic, he's easy pickins. To top it off, he used to respawn in Beregost with no memory of you killing him.

    Now that you lose out on a very useful item if you kill him, I have a feeling he'll live longer!
