Joinable NPC experience/level

In vanilla BG/BG2 (except ToB summoned NPCs) the level of joinable NPCs depends upon the character level. If the same system is being used would it be possible to change this to a similar XP instead to keep parties more similar in level as the current system can lead to joinable PCs becoming over or under powered compared to the rest of the party/environment in some circumstances e.g.
1) A level 4 Paladin with 17,500 XP who recruits Safana will find she is level 4 with just over 5,000 XP.
2) A level 5 thief/bard with 10,000 XP who recruits Kivan will find he is level 6 with just over 36,000 XP.
Also the highest available character files for NPCs are level 5 or 6 ranging from about 15,000 to 42,000 XP, making PCs picked up later in the campaign inherently underpowered, so additional character files would be nice (if ToB style NPCs aren't being implemented).
