Got a taste of evil: *SPOILERS* Meta-Gaming and Power Gaming inside (and Rasaad questions)

So I started playing BGEE a few days ago with extremely charismatic NE Halfling Assassin. As such I got a taste of power which is the powergaming evilness of evil (not to be confused with the evil league of evil lead by bad horse, maybe after Throne of Bhaal).

But I'm about ready to restart my little halfling's run simply because:

A. The difficulty was much lower than I expected and it took me awhile to realize it
B. Reading the sling versus dart thread I want to change my little assassin from Crossbows to darts
C. In the same thread I learned about the Rasaad str belt, which I want to combine with the gauntlets of dex for Kagain so that he becomes the ultimate dwarf badass tank.

Which leads to the entire point of this topic, how far into Rasaad's quest do you need to go in order to get said belt and how long should it take me once I pick him up?

    So I'll just drop Baeloth for a bit after I unlock BG until I get it then pick Baeloth up again. Thanks

    Power comes with equip and experience.

    Always kill Elminster for a total of 104k exp (26k x 4).
    Kill Shandalar for other 26k exp.
    Kill Shoal the Nereid after completing her quest for other 5k exp.
    Kill Kelddath Ormlyr and his 4 Sirines, after completing Bassilus quest, for 13k exp.
    Kill Cadderly for 10k exp.
    Kill Ulraunt for 4k exp.
    Kill Drizzt for 12k.
    Make a pile of Flaming Fists corpses.
    Kill Mad Arcand for 2k exp.
    Kill the halfling priest for 3k exp.
    Kill Lord Binky the Buffoon for... 15exp.

    And so on... Slaughter them all!

    If you're going to go on a killing spree, though, make sure to balance your reputation to the 7-9 range; you don't want to have to pay ten times as much for armor and weapons, or have Flaming Fists chase you through the whole damn game...

    Well, like most tough fights, it comes down to tactics. Traditionally, the best way to handle Shandalar is to hit him with a Wand of Paralyzation before he goes hostile - that'll give you enough time to cause heavy damage before he starts up his pre-scripted sequence of spells (which tend to either destroy your party or ultimately allow him to escape).
