Neutral characters being apathetic

Sometimes when hostile creatures are near neutral characters the latter will do nothing to defend themselves even if they're armed. This is more evident in BG2. For example, in the Underdark region, if you sleep near some dwarves guarding a bridge and your sleep is interrupted by enemy creatures, the creatures will attack the dwarves and the dwarves will just sit there and do nothing. Also in the temple district if you enter the unmarked building where a number of hostile creatures is summoned and then run outside to the guards securing the temples, the guards will do nothing even if they are under attack.

    Also in some other situations, armed Neutrals will not engage hostile enemies attacking your party.
