Gauntlets of Dexterity + Stoneform

I noticed recently that someone wearing the Gauntlets of Dexterity who drinks a Potion of Stoneform (+3 to saves, -3 to DEX) would have their dexterity set to 15. Seems to me that the Gauntlets of Dex -- given that they're supposed to set DEX to 18 without restrictions -- shouldn't be overwritten by the potion's effects, or at the very least would set you back to 18 if you reequipped them after quaffing the potion.

I'm posting this to General Discussion because it's not clear to me if this is a bug or by design. I could certainly see there being justification for either side. Thoughts?

    As a general rule, when setting the priority for which 'buff' gets applied first, baseline modifiers(like the gauntlets, or the bracers of defense, or cloak of the archmagi) get applied first, and adjusters(like stoneform potion) get applied after. This is to ensure that the negative application of stoneform gets applied and not overwritten by the gauntlets.
