Yup. But the only thing it imports is your character; it doesn't import things like who you had in your party, what quests you completed (or how you completed them), or anything like that. You also lose all your items, although a few items in particular can be found in the starting dungeon if you had them in your inventory when you imported.
Edit: I should probably mention that this is how it worked when importing from vanilla BG1 to BG2, and I'm 99% sure it'll be the same for the EEs. But you will definitely be able to import from BG:EE to BG2:EE.
