No helmet in Durlag's tower throne room. (v 2014, still an issue)

I know there is at least a few threads dealing with this, here:

in the PC support file. The resolution offered is to use the console.

I haven't found any threads where a dev has responded or found anything concerning a bug. I checked through this thread and don't see it:

I have used the console to spawn the helm in my inventory, but I still think this should be resolved, no? Forgive my ignorance but: If something can be fixed via console is it not considered a bug?

As you can see both side rooms have been cleared of dopplegangers and the throne room is just empty.

NOTE: I'm not seeing any books on the ground either. Perhaps all floor items have disappeared and that's the issue?

    This is a known bug (filed in our tracker as #3462) that applies to all ground or dropped items that are not explicitly in containers. We are working on a fix.

    At this point my personal experience with the Bug, it seems to indicate that it has to do with degradation of ground items.

    You should be able to recover by re-loading a save prior to entering Durlag's tower (I don't know if it's prior to the entire tower or just prior to entering the Lower Level 2 zone...I suspect the latter, but I haven't tested either way to be sure).

    Once you enter the tower (or at minimum once you've entered the second lower level) DO NOT LEAVE DURLAG'S TOWER until you've obtained the helm. Note: Not having done this for many years, I forget if there are other ground spawn items that are at risk in the tower or not.

    Be warned that leaving Durlag's tower for any reason for longer than whatever the item Decay limit happens to be (like, for instance, travel time to and from Nashkel, Berigost, or High Hedge) may and will cause ground spawn items, such as Kiel's helmet in the tower to "decay" and despawn.
