Hi ppl, i'm just another fan of this game, but i'd really like to share with you all my ideas of improvment and even make some questions. Well, let's go.
1 - balance betwen good and evil and more odds for this choice.
Baldur's gate never get a real balance for good x evil. A rep 20 character will get huge discount on stores and will get no problem inside a town and pickpocket will be easier on stores. An evil character is robbed each time he buy something, will be attacked after some period inside a town (what is somehow good in certain way, cos the full plate i get from corpses save my pocket sometimes) and some stores are impossible to pickpocket with rep >3 (the mage in saradush for example).
And now the major problem: no neutral reputation, you can't be a neutral reputated person, a druid don't want to get a rep 20 and surely are unadvised to go for rep >3 so, a balance plz?
2 - more evil characters for BG2, i remember the time i didn't had throne of bhaal, god! What a problem to make an evil party. Edwin, viconia and korgan... with main char... only 4 evil characters? damn. At least the neutral ones should not leave party if the team go evil (haer'dalis shoud not even complain about a evil patch, damn he pay tribute to entropy!!!!)
3 - Just stop repeating scenarios PLZ!!! it's not so hard (i believe) to make a single scenario for each place in the game?
Now for my ideas:
1 - most of npc mods already make this and all new games in BG style too: allow main char to begin a conversation (no more "the character is busy and cannot talk with you").
2 - a random item mode game would be nice and would favor a replay. Exist even a mod for BG2 that do this. (just don't put a celestial fury inside a goblin and we are ok).
3 - a hardcore mode would be nice (no save, maybe a save betwen the transition of BG1 to BG2 at maximum with bonus to unlock if you complete the game in this mode).
4 - More BG 1 playable characters in BG2 would be nice IF the BG EE can justify them there (but not all BG1 characters, cos some of them just don't have a reason to continue with the main char).
5 - powers that justify you being a son of a god, or at least a evolve of those powers, as well the recall of those powers after you get your soul back (imoem too). This can be made even in a unlike fashion if is prefered, as making some special magics (clerical and arcane) that just the main char (and maybe imoen) can use, channeling the power through their divine soul.
6 - a tethyr city, quests and retribution and some feedback ( i always hold some anger about that unjustified attack main char get on the oasis in throne of bhaal).
7 - a playable history that make the change betwen BG1 to BG2 if the person has the 2 games installed and is playing BG1.
and at last a huble suggestion to take in mind
8 - A huge project for Baldur's Gate 3 if it even come to be launched, and what i mean is:
2 games in one.
A full game history for a god chose end in throne of bhaal as well as a full game history for a reject essence chose in throne of bhaal as well the hability to start a game in BG3 in any of those history sequences (hope i'm not being to arrogant here to give these suggestions, just had to take it from my mind).
And for those that think a god chose BG3 history is impossible, remember that BG is a overpower character game by essence. You are a god? well i just trow you in the midle of a bloodwar battle field with some archdemons there and let's see who's the god, or ... ops, i just make i mistaken in my teleportation and now i'm a god in the middle of the cage on sigil with lady of pain in my front... .

As for more evil characters in BG2, people have been mainly focusing on stuff for BG1 for now.
I don't quite understand your 3rd problem though.
As for your suggestions:
1 - Are you asking for something like the BG1 NPC mod where you can talk with your own characters? People have already asked for this. But unfortunately, Overhaul can't touch the original characters, so they have very limited freedom to add more NPC interactions. This is something that we'll have to continue relying on mods for I believe.
2 - This has been requested too as an option.
3 - People have suggested a "no reload" mode. Some people like the idea, but this isn't something crucial to offer since technically we can already implement this ourselves by not reloading (though I understand that people would like a mode like this regardless).
I think the rest of your suggestions apply more to BG2 than BG1. Food for thought after BGEE is released.
About the 3° problem, what i mean is the recycle of scenarios.
Ex: The Mekrath lair for example is Durlag Tower recycled, the pirate cave in the docks district inside the pub and the cave on the drow city, above the lich house are the same scenario, the frist floor of the place where you get the celestial fury and frist floor of Saerk house are the same.
A lot of scenarios are used more than 1 time.
1 - you can change things if you make a option to follow the original content. Fallen paladins for example, the main char could do the original conclusion of the quest OR make a 2° option created as a new content in BG EE, that would not break the agreement with Atari and WotC.
2 - Unnoficial patchs and DLCs and mods that modify the original content would be not an flaw on the agreement too, as long that is not get a official support from the beamdog, as the already common fan created mods and contents.
Well with no knowledge of the contract betwen beamdog and the previous owners of the rights i can't say much things but some options still exist .
The "random item mode" (IMHO) would be a complete step backwards from the (beautifully) scripted narrative of BG towards the action-RPG feel of Diablo 2/Torchlight/etc. Every magical item in BG1/BG2 is where it is for a reason, which imparts an additional level of satisfaction and attachment to each magical item you find.
By the way the random mode would be an option at the start of the game, and not something imposed in all gameplays, anyway even if this is not done, soon a fan mod will do that, but a official random mode would have less bugs and no problems of compatibility i believe.
It's just something to take in mind, a random mode can still don't touch certain itens if they are there by history reasons.
By replaying the game i recall some perceptions i had on the past, that Baldur's Gate has to many magical itens, so a implement i believe fair and interesting is a rare item trade system.
9 - Instead of just sell by gold any item the party want a trade system would fetch a better way of justify the great acess the main char have to the huge collection of unique items around the world, what i mean:
Instead of buy the robe of vecna, Deidre should ask for another magical item of unique status in trade for it, robe of vecna is the robe that a lich was using when ascend to godhood, a stupid powerfull item so i believe that just gold should not be enough to have it, though gold would be still requested.
The item doesn't necessary must be named, a description should suffice, as "...it's a too powerful item to just sell, but if you sweet the pot with a sword not made to the man of humanoids, maybe we can make a deal" it's not a perfect exaple but will suffice. So its "flametonge sword+gold = Robe of Vecna". powerfull itens as the one used in example before should ask maybe more than 1 item.
It's a way to dispose of many useless itens that the party get that are good but outdated, or even make a player choice in what is more important to him, thus encouraging the replay.
At each game end i have suffice items on the bag of holding to equip an army (and i even tought this as a possible mod XD) and that just useless.
9.2 - a random choice for the requested trade items should be interesting if don't change the time or delay to much obtaining the item.
