My desktop with a AMD Radeon 6970, get[s] absolutely abysmal performance, with stuttering every 10-15 seconds.

Can deny that on an Intel Core i7 2660K + AMD Radeon HD 6970. Must be an AMD CPU (not GPU) issue.
