[bug] resizing the chat log moves the camera on small maps 1.0.2028

Minor bug, but definitely annoying if you're trying to click and simultaneously using the keyboard to change the chat log size (thanks for re-implementing Pg-up and Pg-dn!).

1. Unscaled game, enter a map that is lower resolution than your desktop (i.e. you can't scroll it).
2. Change the size of the chat log and notice the entire screen moving with it

Changing the size of the chat log should not move the screen, no matter the map size. Pictures attached.

    Also, this is pre-beta behavior. 1.1014 has this as well.
