[Bug] Tool Tip Availability

When selecting a weapon or spell/item so that the sword/cast cursor displays, the tool tip will no longer display for targets on screen. Instead, the tool tip should display in this situation. Verified in IWD with HoW and fixpack installed.

    This interferes with selective targeting for an attack or spell, e.g., targeting an enemy that is unique (has a special name) but has the same character model as other enemies around it, or targeting an enemy that is at a specific health level.
