[Performance][ver. 2014] Game is lagging/stuttering in some areas on AMD (related to ambient sound)

I had been experiencing an annoying lagging/slowdown on my AMD APU netbook in some locations, especially in Tutorial. I have spend some time testing the settings, INI modifications, compatibility modes, etc. Eventually, it occurred that the issue is related solely to ambient sound, since when I set "Ambient volume" to 0% everything works just fine. Oddly, there is no ambient noise in the concerned areas - the only issue is with game performence.

I also experience stuttering in movies, yet it seems to be unrelated to ambient sound - turning one off changes nothing (just for You to know that these are separate issues).
