I've been to Larswood multiple times and the cinematic for him isn't triggering. I'm unsure if there is something in the game I'm supposed to do or a certain point I'm supposed to pass before he appears. From what I've seen though it just triggers when you walk close to the abandoned tower.

Nope pretty sure its just level 5. I've gotten him with a level 5 thief before and thats only 10,000 xp.
