Why doesn't Rasaad have the Sun Soul Monk kit?

I assumed it was an oversight and would be fixed with the patch, but no.

Any idea?

    This is the correct answer. He is only changed on games where you haven't seen him yet.

    Rasaad was in the game from its initial release, while the Sun Soul Monk kit was only added in a subsequent patch. Once the kit was available he was changed.

    The OP likely understands that considering that he mentioned the patch in the post.
