EE1.2: Beregost/Candlekeep/Friendly Arm at night – lightned windows?

For what i read, there should be lightned variants of the night background images in Beregost, Candlekeep, Friendly Arm, xvart village and some more (correct me if i'm wrong), initially taken from a Mod that has improved that for the classic variant of the game.
This means that at night, the windows and open doors of that area glow in light, giving better athmosphere as seen in this animated gif: http://img27.imageshack.us/img27/3366/2wup.gif (it alternates from classic non-lighted to modded lightned version – i know this is taken from the modded version!)
In my very fresh install of EE1.2, the strange thing is that i can see this improved night background in friendly arm inn, but they are not seen in candlekeep and Beregost ... Others have confirmed this too – Friendly Arm works, Candle keep and Beregost don't (no reports on Xvart village yet.
Anyone knows if this is intended this way, or a bug in full implementation yet?
System is
– Windows 7 64bit
– EE1.2 unmodded
– same result with both my graphics chips, intel and nvidia

does anybody know how to file a bug report on this correctly?
In case it is an error, I think it's preferable to have it corrected officially instead of a mod.
If it's by intention, maybe "we" could try take it from the classic mod and implement it in EE (i don't have the skills though, could only do communication).
