rolling a new char: Str either 18 or 18x depending on class?

I can understand why a mage might not need the chance for an 18/00 str char, but are the 18/xx str chances only for fighters? Or did you ever roll a str 18/+ blade, cleric or thief?

    Outside of using the CTRL+8 cheat key on character creation, only fighter types (Fighters and their kits, Rangers and their kits, Paladins and their kits, and Barbarians) can roll 18/(percentile).

    The rules don't allow for non-fighter characters to roll exceptional strength. That said, all classes can achieve higher than 18 strength through the use of magic items, tomes, certain quest-type magic, in Hell, or by being a Half-Orc.

    Edit: Multi-class or dual class fighter types can also have exceptional strength.
