Cult Archers Going Melee Before Exhausting Their Ammo

Cult Archers have 5 Arrows of Biting and 20 normal arrows in their inventory. After they shoot the 5 Arrows of Biting, instead of switching over to normal arrows, they switch to their axes and go melee.

Expected behavior: Cult Archers should use up all of their ammo before switching to melee.
