Where's Rasaad in BG2 EE?

I've looked everywhere! Well, maybe not everywhere, since I haven't found him.

    He's in Trademeet, by the fountain in the center of town.

    As soon as I was told where to find Rasaad, i looked on the main menu, where the NPCs are listed and realized that when you click on them, it tells you exactly where to find them. I feel dumb for not readin that.
