Strange annoying clicking sound after voice or sound effect

When a sound effect of voice plays in the game, directly after I get a strange and very annoying clicking sound. Sometimes 2 clicks in a row. As if the played sound file cuts of with a loud click. The only way I'm able to get it to go away is to turn voices and sound effects off. It really keeps me from playing the game. I've tried different sound settings on my PC (Windows 8), but nothing seems to work.
Is anyone else experiencing this?
