High Watcher Oisig in the Graveyard District

In the Temple District, High Watcher Oisig asked me to meet him in the Temple of Helm to discuss what to do about the Cult of the Eyeless. However, instead of going to the temple, after walking off Oisig teleported to the eastern part of the Graveyard District.
