Help Jan find his frazzle

in BGII:EE Bugs (v1.2.2030)
While casting spells, Jan has a tendency to have casting failure (at least 50% of the time) saying "I've lost my frazzle. Apologies." This happens both in and out of combat and both naked and with gear equipped. No mods. Save attached.

    I have the same problem with Viconia and Neera. They were deafened earlier but it was days before. After I used the bell collar thing from Neera's quest. Is the collar bugged?

    I salute your awesomeness @gate70 and @allanahsmith! That had to be the problem. Jan has been dispelled and is back to normal.
