Bug ? Fighter base APR is 1 if not specialized or above

Not sure if this is a bug actually, but I observed the base APR with a fighter is set to 1 if you're not specialized (2 slots) with a weapon. You only get your +1/2 or +1 APR from level 7/13 if you're specialized (or more) in the weapon.

How to reproduce ? Create a fighter level 13 with 0 in daggers and 2 in staves. Staves is 5/2 APR (1+1+1/2), daggers is 1 APR. Level up, add 1 point in dagger. Still 1 APR. Level up, add 1 point in dagger. Now you have 5/2.

    I think its supposed to be like that, the original was like that as well, once you are proficient you will have your base attacks per round, and then specialized+ will give you extras

    Actually it's :

    Not proficient : 1 apr
    Proficient (*) : 1 apr
    Specialized (**) : 2.5 apr
    Mastery (***) : 2.5 apr
    High Mastery (****) : 2.5 apr
    Grand Mastery (*****) : 2.5 apr

    Kind of weird. Should be 2/2/2.5 ; Would make sense to have 1/2/2.5, eventually... But 1/1/2.5 is weird.
