Since I'm playing an evil party this time I decided not to release the Lady. However, when I go to the slums, Welther isn't standing infront of the CC. Where da fuq is he (and yes, it's dark outside)? /J

    Did you grab and read the ransom note?

    I've noticed this time around that "night" doesn't always cut it. there seem to be specific periods of time certain NPCs are around (Welyn's ghost, the witch in the docks). No idea if this is a vanilla thing or not.

    so maybe try resting where he is and checking at various "night" times.
