[windowed] scrolling issues

I have a two monitor setup so I'd rather like to run games in windowed mode.

I noticed that scrolling is very unreliable when the game is running in windowed mode - 95% of the times I moved the cursor to the edge of the screen nothing happens which makes the game rather hard to play.

[And no, this is not an inherent unavoidable issue with windowed mode - e.g. XCOM works just fine in windowed mode.]
