are new NPC quests based on a timer?

in General Discussion (Spoiler Warning!)
meaning even if they are not in my party, after a certain amount of time if I put them in my party the quest will progress right away?

    Neera did this EE, but I don;t know if its the case here, and that might've been a bug anyway.

    maybe I'll go and pick Rasaad up again to see..
