Major bug in Watcher's Keep (mob despawn!)

So yeah, the second level of Watcher's Keep is now completely devoid of life. Why? Well, I got my ass beat by golems and reloaded. ALL GODDAMN MOBS despawned. Went back a bit, to a level 1 save, and the monsters were still gone. Reloaded again and the same.
This of course makes the level uncompletable, because some of them drop keys.
Edit: Well, they reappeared now, had to reload from a pre-entry autosave and THEN my completed level 1 save and it worked. Still REALLY annoying.
Edit2: Aaaand it stopped working. That's it, I'm out.

Here's what I was able to reproduce:
Saving or loading on Level 2 = ALL mobs despawn, guardians also.
Loading a save AFTER that bug occured, from level 1 for example = Still no mobs.
Loading a save from BEFORE entering the keep AFTER the bug occurs then loading a pre-level 2 save and going to Level 2 = NO MOBS
The only solution I found was:
1. Restarting the game,
2. Loading a save prior to entering the Keep,
3. Entering it. Finding and hitting an enemy (the latter might be optional),
4. Loading a pre-level 2 save and entering level 2.
5. MOBS are PRESENT. No saving/loading allowed because they despawn! Each and every one, so no XP and keys.
Just had a completely devoid of life level populate out of thin air. Just in time for some vampiric mists to kick my ass.
They spawned now. I just waited and twiddled my thumbs on an empty level. AFTER several reloads because of the problems mentioned above.
