Haste doesn't fully negate Slow

It would seem that Haste does not negate the -4 penalty to AC and THAC0 caused by Slow, even though Haste's description says "Note that this spell negates the effects of a Slow spell."

The penalty to Armor Class is shown as "Ability Bonuses: +4", but the penalty to THAC0 is not listed anywhere. I think both of these points also are worth some attention.

Steps to reproduce:
1. Have an enemy cast Slow on your character.
2. Notice that the penalties in question take effect.
3. Cast Haste on the same character.
4. Notice that the character is hasted, but the penalties to AC and THAC0 are still there.

    I also noticed that casting haste on someone wearing the boots of speed makes them go twice as fast. Zoom, zoom! Probable bug.
