Yoohoo, Palern Flynn... where are you...

in Baldur's Gate II: Enhanced Edition
So I'm off to save Palern Flynn, and the entire floor where he's supposed to be held is empty. Looking it up on Google, it seems like there was some old bug where you save him but he doesn't talk to you; this is different. The bottom floor where he's being held has all the enemies you'd expect, but upstairs there is nobody whatsoever, friend or enemy. I'm trying to keep this spoiler-free, but if you know what I'm talking about you know I can't proceed in the game without completing this quest.

What do I do? The only idea I had so far was to rest a couple of times, but that didn't fix anything. This certainly appears to be a bug, but I'm at a loss for any workaround.
