Firewine & Gullykin... can't seem to complete quests for here (Obviously spoilers)

There is simply nothing to do to complete the obtained quest. It tells me there are Kobolds in the Firewine Ruins, yet I've scoured the entire place and killed everything and done all sub-quests there and interacted with all NPC's etc. and still the quest doesn't change.

Also, Gandolar Luckyfoot can't be found anywhere in the town he was originally met in. I've searched all floors of every house and scoured the entire map and he is gone, no clue where he's gone. Without him I can't hand in the quest for clearing out the Cellar of Kobolds.

I can provide save games upon request.
