Neera's spellcasting broken after visiting Watcher's Keep

Right after we entered first level of Watcher's Keep, Neera started to fail 9/10 spells with "spell failed: casting failure". Before it was ok, around 5% fails. Exiting Watcher's Keep and entering other location not fixed this issue, please help fixing this one or I'll be forced to fire Neera for professional impropriety

    Try casting Cure Disease (the level 3 priest spell) on her.

    There is an issue with one of the items from Neera's quest which may be causing that. The Cat Collar erroneously applies a permanent deafness effect when used.
