Bizarre NPC behavior in tanner's basement (small spoilers)

When I go into the tanner's basement, Hexxat and Viconia both warn me about traps, and then Dorn... instantly wants to have sex with the PC. He's like, "I can see the hunger in your eyes" or something, and no matter if you go for it or not, you instantly do eight hours of rest while trying to kill the guy running away. After the rest, the tanner doesn't really run away, he just starts warping around a bit while attacking. I was too tripped out to bother killing him, but I'm quite sure he doesn't stand up and face your party immediately. So it's all weird.

FWIW, I used a console command after turning down Bodhi's offer to reset her so I could talk to her again. Well after this, the bridge district behaved as though I had never been there before- I saw Neera's cutscene again, as well as a second fight between Carbos and Shank. But I'd never done anything with the bridge district murder quest, so it seems strange that would have been affected.
